TOWN HALL – WAQUOIT MEETING ROOM

Andrew Eliason, Chairman Pro Tem, called the meeting of the MCAT Board to order at 1:10 p.m.

Roll Call was taken.  

Approval of Minutes

Motion:  Dan Riley motioned to accept the minutes of January 14, 2014; Andrew Eliason seconded the motion.
VOTE:  Yes-2.
Roll Call Vote:  Andrew Eliason, yes     Dan Riley, yes

Budget Status Update…Andrew Eliason reported there was no activity on the PEG account and that perhaps we should think about consolidating the 2 accounts, but for time being we will keep them separate.  PEG account has a balance of $42,178.03 and the Capital account has a balance of $130,894.32.

Mashpee Community TV (MTV)

John Gamache provided a printed update—copy of which is attached to the printed set of these minutes.  Highlights of the discussion included the following:

  • Still doing “Working for You” with Brian Hyde.
  • Mashpee TV is getting a lot done with few people.
  • The scope of “Something About Mashpee” is broadening to incorporate the different Town programs to give a central and focused location for Town programs—hopefully will do something in the next few weeks.
  • Doing video for Chamber of Commerce Annual Dinner.
  • John talked with Joyce Mason and Tom Mayo to coordinate May 5 Town Meeting.  Andrew said Town Meeting has always been broadcast on the School channel and asked whether it can be broadcast on Channel 18 at the same time.  John Gamache showed the DataVideo system they will use for recording the meeting.  John said it is the same system used by Falmouth.  John said they can send feed through the system back to the Station and broadcast on Channel 99.  Cost for the DataVideo system was about $8,000.
  • John said for Town Meeting they are bringing 3 studio cameras and are also hoping to tap into closed captioning.
  • Andrew Eliason said in past Town Meeting broadcasts sound was the biggest problem.  John said they have an audio snake to make audio feed better.
  • Andrew Eliason asked how events are to be advertised.  John Gamache said he met with Bill Hough of the Enterprise to talk about ways to better get information out and ways to collaborate and coordinate to promote at the same time.
  • Dan Riley mentioned the High School event just done under Cape Cod 5 sponsorship and that it would have been nice to have had Mashpee TV involved in such an event.
  • Andrew asked whether Arthur Joia, Media Arts Director at the High School, has reciprocity with Mashpee TV.  John said they have cooperated in working together, but sometimes Mashpee TV doesn’t always hear of what is going to be done.
  • Dan Riley praised Mashpee TV on the wonderful job they do with their training classes.  Dan said it is well run, hands-on training.
  • John Gamache stated they want programming coming out of the studio to be high end.
  • John advised that they asked Comcast for 5 Static ID addresses and received them.
  • Streamlining live from Town Hall; not doing that yet from MTV.
Control Room

John Gamache advised that a new DVD recorder was installed in the Control Room and came from Mashpee TV.  John said the problem with the unit in the Control Room was caused by someone changing the setting on the remote.  Andrew Eliason said that maybe sometime in the future a DVR should replace the DVD for recording meetings at Town Hall.  Also, perhaps in the future we should move to higher resolution camera for recording meetings at Town Hall.

Next Meeting…The next MCAT meeting is to be held 1 p.m. on Tuesday, July 8, 2014, Town Hall Waquoit Meeting Room.  

Adjournment… Dan Riley motioned to adjourn the meeting; Lolita McCray seconded the motion; and the motion was unanimously passed.  The meeting adjourned at 2:10 p.m.
